The European Union Strategy for the Alpine Region (EUSALP) is an initiative launched in 2016 to guide the coordinated development of the Alpine region.
Seven countries are included: five EU member states (Germany, Austria, France, Italy, and Slovenia) and two non-EU countries (Liechtenstein and Switzerland)—or, more precisely, the regions within these countries that are considered to be directly or indirectly affected (only parts of Germany, France, and Italy; the entire territories of the other countries). In total, there are 48 regions representing nearly 80 million inhabitants and 10% of the EU’s total area.

The rotating presidency is held by a different country each year. In 2022, Italy will take over from France; France’s strategic policy document is provided below:

Following the model (and terminology) currently used in management, SUERA’s strategy is structured around three thematic objectives (1. Equitable access to employment, building on the region’s strong competitiveness; 2. Sustainable internal and external accessibility for all; 3. A more inclusive environmental framework for all and renewable energy solutions for the future) and one cross-cutting objective: A robust macro-regional governance model for the region to improve cooperation and coordination of actions.

The three thematic objectives are divided into action groups (AGs) according to the following structure:

  1. Equitable access to employment, building on the region’s strong competitiveness
    • GA1: Create a true ecosystem of innovation and research;
    • GA2: Enhance the economic potential of strategic sectors;
    • GA3: Better align education and training with the labor market in strategic sectors.
  2. Sustainable internal and external accessibility for all
    • GA4: promoting intermodality and interoperability in passenger and freight transport;
    • GA5: Ensure digital connectivity among people and facilitate access to public services.
  3. A more inclusive environmental framework for all and energy solutions renewables for the future
    • GA6: Preserve and enhance natural resources, including water, as well as cultural resources;
    • GA7: Develop ecological connectivity throughout the SUERA region;
    • GA8: Improve risk management and better address climate change, in particular by preventing large-scale natural hazards;
    • GA9: Make the region a model for energy efficiency and renewable energy.
