The Foundation FEDRE and the Council of Europe are closely associated to the initiative to develop a network between the National Associations of Local and Regional Authorities of South-East Europe.
The Network of Associations of Local and Regional Authorities of South-East Europe (NALAs-SEE) has been established thanks to the support of the Swiss Agency for Development and Co-operation and was launched after the Istanbul Forum of Cities and Regions of Europe in November 2001.
It groups the national associations of local authorities of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Moldova, Romania, "the former Yugoslav Republic of Macedonia", Serbia and Montenegro, Slovenia.
The NALAs network should enhance the national associations to fulfil their two fundamental tasks: provide services for their members with a view to developing their competences and capacities; develop an efficient co-operation with the central government by representing and defending adequatly the interests of their members.
The concerned NALAs have organized a series of concrete seminars in 2002 on issues like: Internal organisation/Management, Service provision, Exchange of information, Preparation of projects, Public relations skill, Intermunicipal/ Cross-border co-operation, Consensus building. In 2003 the subjects to be discussed in training workshops will be consensus-building, improvement of public relations and realisation of joint-projects. These workshops are financed by the Soros Foundation and the Swiss Agency for Development and Co-operation.
The Network is currently co-ordinated by the Romanian Federation of Local Authorities, which will in particular focus on the development of a common Website www.nalas.eu.
The delegates of each Member Association, called "liaison officers", meet on a regular basis to exchange information and to identify some new projects and tasks for the Network.
The NALAs network provides for a regional dimension and can therefore contribute usefully to the activities of the Stability Pact for South-East Europe.
